미풍은 평양에서 뛰어난 실력을 인정받은 젊은 무용수이지만, 가족과 함께 탈북해 가까스로 대한민국에 왔다. 한국 사회에 어렵게 적응 중인 미풍은 사기를 당한 후 인권변호사 장고를 찾아간다. 장고는 할머니와 어머니에게 아버지의 사업 실패 후 형편이 기울어진 집안을 일으킬 기둥으로 대접받는다. 장고는 어릴 적 마카오에서 만난 북한 소녀가 미풍인 걸 알게 되고, 두 사람은 사랑에 빠진다. 한편 미풍은 탈북 과정에서 가족의 돈을 훔쳐 달아난 꽃제비 신애를 한국에서 다시 만난다. 그 사이 부잣집 청년인 희동과 결혼한 신애는 자신의 과거를 알고 있는 미풍을 경계한다.
