1941년 경성, 실업자가 된 김판수는 아들의 학비를 마련하려 경성역에서 소매치기를 하지만, 물건 주인이 끈질기게 추적해 결국 짐을 돌려준다. 며칠 후, 판수는 물건 주인, 정환을 조선어학회에서 다시 만난다. 정환은 판수를 심부름꾼으로 쓰는 것을 반대하지만, 동료들의 설득으로 판수가 글을 읽히는 것을 조건으로 그를 받아들인다. 총독부의 계략과 탄압에 조선어학회가 우리말 사전 편찬을 위한 자료를 모두 빼앗기자, 판수는 감방에서 만난 동료들과 말모이 작업을 돕는다.
In Seoul in 1941, Pan-soo tries and fails to pickpocket someone's luggage. A few days later, he meets that person, Jung-hwan, at the Korean Language Society, where he gets to work as an aide. Jung-hwan hires him on one condition - Pan-soo must learn to read and write. The Government-General represses the Society and takes all material for the Korean Dictionary, Pan-soo recruits his former prison cellmates to continue the Society's work and help collect all 'Mal-mo-e.'
