경찰청장과 레이서 출신 사업가 정재철의 뇌물 수수 혐의를 수사하던 경찰청 내사과는 증거는 찾지 못하고 증인은 자해를 하면서 강압 수사를 벌였다는 오명을 쓴다. 부팀장 은시연 경위는 상관 윤 과장의 조치로 인천 경찰서 뺑소니 전담반으로 좌천된다. 팀원은 겨우 2명, 만삭의 몸으로 진행비 정산에 집중하는 계장 우선영과 수사 매뉴얼 대신 차에 대한 천부적 감각으로 수사하는 순경 서민재뿐이다. 인력도 시간도 없지만 뺑소니 잡는 실력 하나만큼은 최고인 뺑반에서 일하며 시연은 교통사고로 인연을 맺은 민재네 '식구들'과 친해진다. 3달 전 벌어진 미해결 뺑소니 사건의 유력한 용의자로 재철이 떠오르자, 시연은 뇌물 수수 장면을 찍은 블랙박스를 확보하기 위해 뺑반과는 별도의 작전을 실행한다. 증거를 탈취한 순간 통제불능 스피드광 재철이 이들을 쫓으면서 불의의 사고가 발생하고, 뺑반 사람들은 소중한 누군가를 잃는다. 하지만 사건 수사 뒤에 숨은 또 다른 진실을 알게 된 시연은 민재와 뺑반, 수많은 사람들과 함께 재철에게 정의의 심판을 내리기 위한 마지막 작전에 돌입한다.
The internal Affairs team has been disgraced while investigating a bribery case against the Police Commissioner and racer-turned-entrepreneur Jung Jae-chul. The second-in-command of the IA team, Lieutenant Eun Shi-yeon, is relegated to the Hit and Run Squad at Inchon PD. She meets Squad Captain Woo and constable Seo Min-jae, who has an instinct for cars and a delinquent past. Eun also gets acquainted with Seo's family, who have met through car accidents. A hit-and-run case leads the squad to Jung as a prime suspect, Eun conducts a separate operation to acquire the black box in Jung's concept car. Jung, a reckless speed freak, chases Eun, leading to a tragic accident costing someone's life. When Eun discovers the dirty deal behind her back, she cooperates with Seo to finally bring justice to Jung.
