신미래는 인주시청 말단 공무원이다. 술과 대화를 좋아하고 우정과 신의를 가장 중요하게 여기고, 다른 사람들을 세심하게 배려한다. 돈이 필요했던 그는 인주시가 개최하는 밴댕이 아가씨 선발 대회에 상금을 노리고 출전한다. 선발 대회를 주관하는 인주시 부시장 조국은 예측 불가능한 미래 때문에 골머리를 앓는다. 그는 정치 멘토의 권유에 따라 지방 도시의 부시장으로 부임했고, 인주시에서의 활동을 바탕으로 중앙 정계에 진출하려 한다. 그의 정치력은 모두를 손에 넣고 조종할 수 있지만 미래에겐 통하지 않는다. 결국 미래의 고집과 끈기 덕분에 선발 대회 상금에 얽힌 비리가 드러나고 시장은 사퇴한다. 조국은 미래를 새 시장으로 만들려 하고, 동지가 된 두 사람 사이엔 사랑의 감정이 싹트기 시작한다. 하지만 인주시의 정치가들은 자신들과 뜻이 다른 미래를 제거하려 하고, 조국의 약혼자 또한 정치적 야심을 위해 미래와 조국을 떼어놓으려 한다.

Whenever she has a chance, she carries a shopping cart. She says the gas price is too high when using the official car, so she uses a bicycle instead. She has boldly shaken off the tricks of conspiracy and party strategy. We dream that the cynicism and ignorance of the people who look at politics will be replaced with expectations and hopes through the success story of the erratic and pleasant mayor of a small town, City Hall.
