지방 소도시 읍내인 만양, 파출소 소속 이동식 경사는 이곳 출신으로 열정적으로 법을 집행하는 인물이다. 한때 서울에서 잘 나가던 형사였고 지금도 동네 사람들에게 인정받는 경찰이지만, 그는 한때 세상을 떠들썩하게 한 살인사건의 유력한 용의자였다. 어느 날, 만양파출소에 경위 한주원이 새로 부임한다. 경찰집안 출신의 젊고 유능한 그가 만양에 온 것은 그 자체로 주목할 사건이었다. 한주원이 온 후, 만양에서 20년 만에 살인사건이 벌어진다. 하지만 고향 사람은 보호하고 이방인은 쳐내는 폐쇄적인 동네에서, 범인이 잡히거나 진실이 밝혀진 확률은 극히 낮다. 진실을 밝히려는 한주원과 불안한 공조를 시작하며, 이동식은 괴물을 잡기 위해 스스로 괴물이 되어야 하는, 선택의 순간이 올 것이라 예감한다.
In Manyang, the downtown in a small city, Lee Dong-sik works as a police officer at a local station. He built a good reputation among the citizens, but he also was a prime suspect of the serial murder cases 20 years ago. Han, a new lieutenant from a famous police family, transfers to Manyang. Then, a recent murder case in 20 years puts the town into fear. Manyang is a closed community: townspeople tend to protect each other and drive out strangers. To find out the truth, Han chooses to work with Lee, even though he keeps suspect him. Lee, knowing the town too well, feels that he might choose to be beyond evil to catch the evil.
